The Cheshire, Halton and Warrington Local Resilience Forum (LRF) was created as a response to The Civil Contingencies Act 2004, but was built on the very firm foundations of an emergency planning structure that had served Cheshire, Halton and Warrington well since the 1970s.
The LRF is a multi-agency partnership made up of representatives from local public services, including the blue-light emergency services, local authorities, the NHS, the Environment Agency and other partners.

A new community risk register for Cheshire, Halton and Warrington has just been published which highlights potential hazards in the county and how local services would respond in the event of an emergency.
The register has been published by the Cheshire, Halton and Warrington Local Resilience Forum in line with the Civil Contingencies Act 2004 (CCA).
The register is intended to reassure local residents of the measures and plans which have been put in place to respond to the potential hazards. It has been prepared in accordance with statutory national guidance on emergency preparedness.

This report sets out in more detail the tremendous achievements of the LRF in its first year. We have seen the publication of the Community Risk Register (see below), an active exercise regime, a fundamental review of the COMAH planning and exercising programme, and participation in national counter terrorism exercise in January this year.
