The proposed £5.00 increase for a Band D Council Tax payer in 2023/24 is equivalent to a 6.06% increase on the 2022/23 rate.
Why wasn't the percentage increase in your press release and consultation? Why are you trying to hide it?
We believe that setting out the proposal for each Council Tax band in cash terms, rather than as percentages, enables residents to see clearly how much the increase will cost them.

We do not engage voluntary firefighters.

174.24 FTE fire staff – these include our non-operational community safety personnel, technical and fleet staff and those working in services such as human resources.

Without a clear definition of ‘admin’ it is not possible to provide a precise number. However, of the 107 non-firefighting roles in the Service, eight role titles include the words ‘administration’ or ‘administrative’.
How many Diversity Officers do you employ and what is their total annual cost, including pension costs?
One full-time Equality, Diversity and Inclusion Advisor. The full cost of this role in 2022/23 is £46,766 including salary, pension and on-costs.
How many rainbow painted vehicles do you have?
Two vehicles have rainbow vinyl wrapping.
What vehicles are they?
A fire engine and a Citroen Berlingo van.
What is the reason for painting them in rainbow colours?
The vehicles are a highly visible signal of Cheshire Fire and Rescue Service’s support for lesbian, gay, bisexual and transgender (LGBT+) people. They help to demonstrate we are an inclusive employer and that we stand with an often marginalised and underrepresented community.
What is the additional cost of painting the rainbow coloured vehicles?
The fire engine livery cost £2,496.58 in April 2019 and the Citroen Berlingo livery cost £1,236.89 in July 2019. The livery contractor applied a 10% discount as a gesture of support for our equality, diversity and inclusion work.
Are the rainbow coloured vehicles used in exactly the same way as the non-rainbow coloured vehicles?
The fire engine is an older vehicle that is not part of the operational fleet and attends a range of community events throughout the year to help the Service engage with members of the public. It is also used by the Fire Cadets as their training appliance. The van is located at our Sadler Road Training Centre and is used as a pool vehicle by staff working in the community. It attends smaller community events when the rainbow fire engine is unavailable.

Yes.
If so, what are they?
We currently have 13 Nissan Leaf cars and 10 Peugeot e-Rifter vans.
Is it possible to purchase an electric powered fire engine?
Yes.
If so, are they as effective as petrol/diesel ones?
It is not possible to confirm this. London Fire Brigade is the first fire and rescue service in the country to be trialling an electric fire engine.
If so, what is the additional cost of purchasing an electric powered fire engine?
The market price for the model being trialled in London is £860,000. This is £600,000 more than the £280,000 diesel fire engines purchased in Cheshire.
From 2030 will it be possible to purchase a petrol/diesel fire engine?
We are unable to answer this question.
What is the life of a fire engine before it is replaced?
A diesel fire engine typically has a lifespan of 15 years and can be used for a further two years as a spare appliance.

Cheshire Fire and Rescue Service employs 10.2 full-time equivalent communications and engagement staff, looking after a wide-ranging programme of external, stakeholder and internal communications, campaigns, events and engagement.
2. What was your communication spending for the financial year 2021/22 and what is the budget for the current communications spending in the current financial year?
2021/22 – final in-year spend £417,870 (includes both salaries and non-pay items such as licences, equipment and venue hire).
2022/23 – budget £490,400 (as above re. salary and non-pay items. Spend at end of November 2022 totalled £337,186, currently under budget).
Following on from my colleagues Freedom of Information Act request regarding the most recent raw fire incident data for the years 2018 - present, we would like to further our request. Thank you very much for your participation in our previous request and for providing us the data that you did, however we would like to request that you will provide us with the most recent raw fire incident data available in tabular format, for the years 2018 – present for commercial properties. Explicitly we need the coordinates of the fires (to the nearest meter) or the uprn, the date the fire occurred, and any information on the fire itself (type and cause for example) all for explicitly commercial properties. I understand that the previous data you had supplied was either truncated or rounded to less a specific level than exact coordinate however we have found that other local authorities were willing to supply us this data for commercial properties at the granularity we requested.
Attached is a list of fires in non-domestic properties between from January 2018 attended by Cheshire Fire and Rescue Service, including eastings and northings. It should be noted that the Incident Recording system does not define commercial properties so I have used non domestic properties .as the nearest equivalent.
For each of the calendar years 2019, 2020, 2021, and this year to date, please can you provide figures on the following:
1. How many formal grievances have been raised with the service by female members of staff and female firefighters regarding complaints of harassment, inappropriate behaviour and assault?

If possible, please also highlight any incidents where other regional fire services have been brought in to assist in putting out these fires - this is not completely necessary, but will help us to build a more accurate picture of this year’s waste fire incidents.
From 1st January 2022 – 27th December 2022, there were 8 fires recorded in Cheshire at Recycling premises. Cheshire fire and rescue service have an internal standard operational procedure for lithium-ion batteries & battery facilities which encompasses both domestic and industrial settings. The policy consists of the significant hazards and operational considerations which covers thermal runaway, fire, and environmental considerations.
The information contained within the policy provides incident commanders with the tools to deal with incidents involving lithium-ion batteries and is intentionally generic to allow flexibility of approach in resolving an incident.
Lithium-ion battery technology is an emerging risk within the fire and rescue sector, as we learn more through national and international operational channels, I would expect more detailed operational tactics to be developed and deployed.
Unfortunately, we are unable to share our standard operating procedures externally at this time.

Cheshire Fire and Rescue Service have been exploring the use of Drone technology for the last couple of years. The Service bought a drone in order to trial its capability and evaluate the benefits that the technology may provide. However, this evaluation has now been completed and we have determined that this capability will now be provided by a team from Cheshire Constabulary. Should operational crews determine that an incident would benefit from the attendance and support provided by a Drone then a request to attend will be made.
Cheshire Police provide the Services Drone capability to all operational and non-operational requirements, therefore we do not currently have any physical assets. Our drone was transferred over to Cheshire Police as part of the agreement.

I would like to ascertain the amount spent on training and the number of staff trained each year for the fire and rescue services for the years between 2018 and 2022.
I am writing to request information regarding future fire appliances that Cheshire have purchased. I am requesting information regarding the number of appliances purchased, their Registration number and their Allocation when training has finished.
Cheshire Fire and Rescue Service currently have two appliances in build that will be going to Powey Lane and Lymm Fire Stations when they arrive. As they are in build they do not yet have registrations allocated to them. Once on station the fleet list on our webpage will be updated to reflect, this will be in the next couple of months.

For ease of collating this response, it will follow the structure and order with which you applied your Freedom of Information request. In order to respond accurately the Service has sought scientific advice in determining whether the type of foams utilised within the Service contain Perfluoroalkyl or Polyfluroroalkyl.
Your fire service has ever used Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) for firefighting purposes? What firefighting foam/s system/s did your fire service use? If available what type of PFAS were these foams?
Cheshire Fire & Rescue Service do not hold information on the types of foam types used by this Service prior to the following. Two Foam Tankers were built in 1997 and contained 11,000L of Angus FP70. These were mothballed in 2014 and replaced with a IBC loaded vehicle containing synthetic foam, Auquimia Polyfoam 1/3S.
The Foam tankers were often deployed to incidents within the Service due to the chemical industry presence within the county however they were seldom used due to the incident type and environmental impact. For example between 2007 and 2011 they were only put to use on three occasions. It is not known how many litres were used on each occasion. The concentration rate was variable on the Foam Tankers but was generally set at 6%.
The Scientific information we received, based on the MSDS, the FP-70 and Alcoseal C6-3-6 don’t have the Perfluor or Polyfluor agents. However, the Auxquima Polyfoam 1/3S does appear to have Polyfluor at less than 5% (Identified on the SDS as Mixture of fluorosurfactants and Mixture of fluorinated polymers).

The Polyfoam 1/3S is currently held on the Foam Unit of which there are eight IBC’s each containing 1000Litres. The Service are aware of the changes required and a project team are currently working on its replacement with a Fluorine free firefighting foam product.

This involves answering a detailed set of questions, available only to those paying membership of the Diversity Champions scheme. No, Stonewall did not provide the flag. It was purchased by Cheshire Fire and Rescue Service from a local supplier for £399. It will be used throughout this year, carried by firefighters and fire staff at pride events as a sign of their support to their LGBT+ colleagues and communities.
I’m helping to produce a 30-minute documentary about hoarding.
The programme will also look at the safety aspect of hoarding. So I have a few questions for Cheshire Fire and Rescue Service.
1. What percentage of requests for fire safety checks in private dwellings are hoarding related?
It is not possible to answer the question as it has been presented. We don’t record referral information in a way that we can extract this percentage.
2. How many properties are registered as being a fire or safety risk due to hoarding?
From our visits since 1/4/20 hoarding was recorded as a risk factor in 309 premises. We have 27 active cases where hoarding is a risk factor.

The study is to determine how many ‘front line pumping appliances’ each Fire and Rescue Service has on duty during the typical day shift and or night shift and what size of ladders (defined in height) these appliances carry.

According to our records we have 152 hotels/motels and 90 Boarding/guest houses/B and B’s.
2. In any given year how many of these premises receive an onsite fire safety inspection?
We don’t inspect a specific number, we inspect based on our Risk Based Inspection Programme which gives us a number of audits across the service per year. These will include hotels and guest houses.
3. In any given year how many of these premises receive a virtual fire safety inspection?
We wouldn’t usually complete virtual fire safety audits. We completed some during the height of Covid-19 but this is not our normal way of operating
4. What is the average time period between inspections for these premises?
This depends upon the risk presented at the previous audit, other contributory factors such as location and distance from a fire station. A usual amount of time would be between 2 and 5 years for re-inspection.
5. What is the average salary of a Fire Safety Inspector in your service?
Our fire safety staff start on scale 6. When they have completed their level 4 diploma in fire safety they then move onto SO1 pay scale. We have a few lead technical fire safety inspectors that are at an SO2 payscale. The payscales are shown below in both annual pay and equivalent hourly rates of pay.
6. How many whole and part time (whole time equivalents) Fire Inspectors do you currently employ?
We currently have 23.5 Fire Safety Inspectors.
7. What are your minimum qualifications /training requirements for a Fire Safety Inspector?
Minimum qualifications follow that of the Competency Framework for Fire Safety Regulators. This is level 3 certificate and level 4 diploma.

As a Service, we use a range of approaches which fall under the definition of positive action. We have an active Race Equality and Cultural Heritage Network (REACH) which provide role model to attend community and recruitment events. We use various forms of media to specifically target groups of people that are currently underrepresented in our workforce. This includes working with our community partners to promote careers (and volunteering) to ensure we widen access for all people to see us an employer of choice.

Ethnic diversity is a key priority for our positive action work in 2022/23. We are committed to ensuring our workforce at the very least is proportionately representative of the Cheshire sub-region’s diverse communities.

The Services run annual promotion boards in the Autumn (the dates have yet to be agreed for 2022) annually for watch and crew managers. Promotion boards for the roles of Station Manager and above are based on the establishment forecast.

I am writing to request an up-to-date Fleet list for Cheshire Fire and Rescue Service. I am have been made aware that you procured some new appliances and would like to have a full allocation list of these. This must include the following information: Vehicle Registration, Make, Model, Builder, Type and Location.
It will not be accepted that CFRS place the request as not in the public interest and refuse to pass this information due to National Security or following the CPNI guidance. It is also reminded that there is plenty of photographs on Social Media of Fire appliances and that HFRS officers have placed these out in the public domain.
Cheshire Fire Service have allowed during Covid-19 those that are interested in fleet information to visit fire stations to which this should not have happened.
An updated Fleet List is to be published on the Cheshire Fire and Rescue Service webpage in the next few days, this will further be updated once the HRET Scorpion and RRRU’s have been trained and delivered to stations.

As of 19th January 2022 Cheshire Fire and Rescue Service have three qualified drone pilots, however one pilot is currently on sick leave. Due to the limited number of qualified pilots the drone is not currently available to respond.
We have one DJJ Matrice 210 drone, which is up to date with firmware.
There have been no crashes, losses or failures of the drone in the last 12 months.

Physical security is assessed continuously by employees. A formal information risk assessment has not been completed recently due to CoVid restrictions
