Our Response:

I would like to inform you that the data you have requested is not information we would normally hold. The Freedom of Information Act related to recorded information only, and there is no requirement to create data meaning there is no requirement to task someone to take photos of all the tabards.

As the photos aren’t held in format where you can find them in 18 hours, e.g. the scenario you describe where they might be held on photos of a crime/incident scene etc We are able to reuse the request as exceeding the 18 hour limit and therefore exceeding the cost limit.

Although there may be information recorded the information is not held on a central system or location. The only way in which this could be retrieved is by manually reviewing every record held by the service. However, this would far exceed the 18 hour cost limit described within section 12 of the Act. As such the request has been refused.
